On October 1, 2000 when the government carved out Bharat Sanchar Nigam ltd (BSNL) out of department of telecommunication services (DTS), a PIL (CWP No. 5617 of 2000) was filed in Delhi high court by an NGO Telecom Watchdog questioning its viability. During the pendency of the writ, the government agreed to various concessions as prayed for.
