When Trai in its consultation paper titled “Differential Pricing for Data Services” issued on December 9, 2015 responded in negative to the question, “Should the TSPs be allowed to have differential pricing for data usage for accessing different web sites, applications or platforms,” it said it did so to protect the concept of net-neutrality. As a result, free access was stopped including “Free Basics” services offered by Facebook. But, after nearly a year down the line, it is implementing the same thing through so-called “Aggregators.”
