This is what WhatsApp told Supreme Court on not cooperating with security agencies

BENGALURU: WhatsApp has countered Tamil Nadu government’s contention that it was not cooperating with law enforcement agencies, saying many requests made by the southern state were invalid or lacking in critical information.
The Facebook-owned messaging platform said in an affidavit to the Supreme Court that the state government had wrongly portrayed its efforts to cooperate with law enforcement requests, and that it disagreed with allegations that it had failed to comply.
WhatsApp said many requests made by law enforcement agencies in the state lacked critical information such as account identifiers, FIR numbers or valid legal provisions. It does not possess originator information nor does it have an existing legal obligation to share it, the instant messaging platform added. ET has a copy of WhatsApp’s filing with the Supreme Court.
