SUC scams

DoT is not levying correct level of Spectrum Usage Charges (SUC) on the spectrum sold in the first two auctions – November 2012 and March 2013 – resulting in over Rs 1,100 crore loss to the exchequer.

The NIAs of all the last four spectrum auctions (see box at pg 33) had specified identical conditions for levying of SUC. This included an SUC calculated at the rate of 5 per cent on the entry fee as minimum amount payable annually towards spectrum usage.

However, the DoT note sheets reveal (Pg 28 to 31) that efforts were made to levy correct charges only for the third auction held in February 2014. Ultimately, an order was issued on October 31, 2014 (see box at pg 32), which was made applicable only for the third auction (November 2014).
