Insitel Services Pvt Ltd (ISPL), incorporated on May 25, 2012, having its registered office as 574, 2nd floor, Main Road, Chirag Delhi, has investments worth Rs 10,000 crore from a Singapore registered company SSA Fund (Singapore) Pte Ltd. This Delhi office of the company is in a small shabby by-lane (3 feet wide) in a typical shopping area of a village. The stairs leading to the second floor has no lamps and is completely dark. The small building is decrepit and resembles a slum. The so-called office area on the 2nd floor is a small space of about 400 sq feet, which has three cabins. There was no name plate, either at ground floor or on the 2nd floor, or outside the office. On enquiry the occupants confirmed that it is the registered office of ISPL and does the correspondence with the government authorities. No business activities related to telecom could be seen. Files were seen piled all around.
