If the electricity regulator fixes the electricity tariff for commercial consumers at higher levels compared to its cost, the idea behind such a scheme is not to enrich the distribution companies, but to pass on the benefit to the domestic / residential category users. But in the case of telecom sector, the benefit of higher tariff is pocketed by the access service operators.
