No cellular network in offices near Vidhana Soudha

What does the Revenue Office, University Visvesvaraya College of Engineering (UVCE), Central College campus, Maharani College, State Public Works Department (PWD) office, Multi-Stories building (MS Building) and BESCOM head office, all of which are located near the Vidhana Soudha, have in common? All of these government offices and bodies have been suffering from the same problem -poor signal strength on mobile phones. Reason?

Private service providers have not been allowed to set up towers in sites which are occupied by government offices.
