Multilateral tools key for semiconductor export controls, say US think tanks

American think tanks have suggested that multilateral tools are needed to check exports of advanced computing chips, and that such a grouping could include Japan, the Netherlands, Taiwan and Malaysia.

India, they said, can look at opportunities in display manufacturing and backend facilities.

“Unilateral tools can fragment supply chains. The problem is absence of multilateral controls in the semiconductor supply chain,” said Jeffrey Bean, programme manager, technology policy, ORF America.
