TV Ramachandran, founder & president of Broadband India Forum (BIF), is lobbying with the department of telecommunications (DoT) to allocate spectrum in E (71-76 GHz with 81-86 GHz) & V (57 – 64 GHz) bands administratively, without auctions. The new method for circumventing auction that the forum is talking about is, delicensing. BIF was formed in September 2015.
