Trai has issued recommendations on the closure of access service by the telecom operators. In its recommendation, it has suggested that Universal Access Service (UAS) license holder can discontinue any of the services without the need to surrender the licence but if it decides to close down its services, it should immediately surrender the non-auction spectrum and should inform its subscribers 30 days in advance. It also mandates licensee to inform licensor and Trai about the closure of access services through any technology, at least 60 days in advance. In its recommendations, it said that DoT reserves the right to reject such request only when warranted in the interest of public or national security or in the event of national emergency / war.
