Trai issues paper on unbundling elements of telecom network

The telecom regulator issued a consultation paper on unbundling of different elements of telecom network such as infrastructure, network, services and application layers through differential licensing.
The move comes half a year after it issued a pre-consultation paper on unbundling of different elements of a telecom network as the department of telecom sought the regulator’s recommendation on the same.
“The DoT has requested TRAI to furnish recommendations on enabling unbundling of different layers through differential licensing,” The regulator said while issuing the consultation paper.
The consultation paper proposes a scenario of unbundling wherein there will be an independent network service provider/operator, who will establish the network and sell the services on a wholesale basis to the service delivery operator for retailing purpose.
