Tikona, Sinha says he did not use his discretion!

Someone in the Department of Telecommunication (DoT) used his discretionary power to gift 20 MHz 4G spectrum Sunil Bharti Mittal for the Rajasthan circle. The discretion, if any, resides only with the telecom minister Manoj Sinha. But Mr Sinha says he did not do it.
