Trai extends deadline for VoIP consultation paper submissions

The Telecom Regulatory Authority of India (Trai) has extended the period for consultation over the voice over internet protocol (VoIP ) issues by a month.

All stakeholders have now been asked to submit their comments by August 22 instead of July 21 and all the counter comments will have to come in by September 5, instead of August 4.

The consultation paper on VoIP pertains to the subject of permitting calls originating on an internet service provider’s network to terminate on a mobile phone network and the other way round.

The Trai has sought opinions on issues such as whether making a call to a cellular network through internet could be construed as an extension of fixed line or mobile services of the telecom service provider (TSP), call termination charges and quality of services.

“Some important issues are telephone numbers, interconnection, interconnection usage charges, quality of service and access to emergency (number),” Trai said.

Other queries include ascertainment of additional entry fee, performance and financial bank guarantees for internet service providers if they are also allowed to provide unrestricted internet telephony, termination charge when call is terminating into an internet telephony network and when it is terminating into a wireline or wireless network, and how to ensure users of international internet telephony calls pay applicable international termination charges.
