Scam in Installments

In June 2014, BSNL ordered 1,836 mobile towers for installation in Left Wing Extremism (LWE) at Rs 3,066 crore. In September 2016, it ordered 156 towers more at Rs 275 crore at the same rates as June 2014 order. Both these orders had gone to Vihaan Networks Ltd for their tailor made specifications. Now, the home ministry says that the coverage is inadequate and they need 12,930 towers more in LWE areas, in which the requirement of Bihar has not yet been added.
