Revenue Loss

In September 2006 and again in July 2008, Trai had recommended that the operators who have spectrum assignments in the 3.3-3.4 GHz band (see tables) should be given a choice to migrate to circle based service area and the operators should pay an upfront one-time spectrum acquisition fee which would be at par with the auction price of BWA spectrum in 2.3 GHz band. Despite these recommendations, DoT has continued to extend / allocate BWA spectrum in 3.3 GHz band and had not auctioned the spectrum in 3.3 GHz even after five year of the auction of the BWA spectrum in 2010. CAG in its report No. 55 of 2015 has said that non-auction of BWA spectrum in 3.3 GHz band has resulted in loss of revenue to the government.
