DoT has removed an important hurdle in the early commissioning of services by telecom operators. Earlier, for launching services, the operators had to obtain prior approval of the DoT and only after demonstrating full compliances they were allowed to commence services. This delayed the commercial launch by several months even though the entire system was ready for commissioning.
